Intergovernmental negotiation process
UNFCCC sessions are not open to the public. Only the representatives nominated by organizations duly admitted by the COP can attend the UNFCCC conferences as observer representatives. Marrakech Partnership and High Level Champions
Under the leadership of the High-Level Champions, the Marrakech Partnership for Global Climate Action supports implementation of the Paris Agreement by enabling collaboration between governments and the cities, regions, businesses and investors that must act on climate change.

Global Climate Action Portal (GCAP)
The Global Climate Action Portal (also known as NAZCA: Non-State Actor Zone for Climate Action) is an online platform launched in 2014, that showcases climate commitments and progress that are taking place around the globe by countries, regions, cities, companies, investors and other organizations.
Recognition and Accountability Framework
The Framework’s main objective is to set out the principles of engagement, governance, and data management to recognize net zero leadership and ensure greater accountability for climate actions by ‘non-state ’actors – that is, by businesses, investors, and city and regional governments.
